I beg to move, that this House welcomes the formation of a Government representing the united and inflexible resolve of the nation to prosecute the war with Germany to a victorious conclusion. On Friday evening last I received His Majesty’s commission to form a new Administration. It as the evident wish and will of Parliament and the nation that this should be conceived on the broadest possible basis and that it should include all parties, both those who supported the late Government and also the parties of the Opposition. I have completed the most important part of this task. A War Cabinet has been formed of five Members, representing, with the Opposition Liberals, the unity of the nation. The three party Leaders have agreed to serve, either in the War Cabinet or in high executive office. The three Fighting Services have been filled. It was necessary that this should be done in one single day, on account of the extreme urgency and rigour of events. A number of other positions, key positions, were filled yesterday, and I am submitting a further list to His Majesty tonight. I hope to complete the appointment of the principal Ministers during tomorrow. The appointment of the other Ministers usually takes a little longer, but I trust that, when Parliament meets again, this part of my task will be completed, and that the administration will be complete in all respects.

독일과의 전쟁에서 승리해야 한다는 국가의 단결되고 확고한 결의를 대변하는 정부의 구성을 하원이 환영해 줄 것을 간청합니다. 금요일 저녁 나는 국왕 폐하로부터 새로운 정부를 구성하라는 임무를 받았습니다. 이 임무는 최대한 광범위한 기반에서 전 정부와 야당 등 모든 정당을 포함해야 한다는 것이 의회와 국가의 분명한 희망과 의지였습니다. 나는 이미 이 임무의 가장 중요한 부분을 끝냈습니다. 전쟁 내각은 다섯 명으로 구성됐는데, 이들은 야당인 자유당과 국가의 단합을 대표합니다. 세 당의 지도자들은 전쟁 내각에서 일하거나 정부 고위직에서 일하기로 합의했습니다. 육·해·공 3군은 충원되고 있습니다. 사태의 심각성과 긴급성 때문에 조각(組閣)을 하루 만에 완료하지 않을 수 없었습니다. 다른 요직은 어제 인선했습니다. 오늘 나는 추가 명단을 국왕에게 제출할 것입니다. 내일 안으로 주요한 장관들의 임명을 끝낼 예정입니다. 다른 장관들의 임명에는 보통 시간이 더 걸리는 법입니다. 나는 의회가 다시 개회할 때는 각료 인선이 끝날 것이고 정부 구성도 모든 면에서 완료될 것이라고 믿습니다.

I considered it in the public interest to suggest that the House should be summoned to meet today. Mr. Speaker agreed, and took the necessary steps, in accordance with the powers conferred upon him by the Resolution of the House. At the end of the proceedings today, the Adjournment of the House will be proposed until Tuesday, 21st May, with, of course, provision for earlier meeting, if need be. The business to be considered during that week will be notified to Members at the earliest opportunity. I now invite the House, by the Motion which stands in my name, to record its approval of the steps taken and to declare its confidence in the new Government.

나는 공익을 고려하는 입장에서 의장에게 하원이 오늘 소집돼야 한다고 건의 드렸습니다. 의장께서는 동의하시고 하원 규정의 권한에 따라 필요한 조치를 해 주셨습니다. 오늘 회의가 끝날 때 오는 5월 21일까지 의회를 휴회할 것을 제안하려고 하는데 그 전에 개회가 필요하다면 그렇게 한다는 잠정적인 조건을 달 것입니다. 최대한 빠른 기회에 이 문제에 대해 의원들에게 통보하겠습니다. 나는 의회가 지금까지 (내가) 취한 조치들에 대해 결의안으로 승인해줌으로써 새 정부에 대한 신임을 천명해 주시기를 바랍니다.

To form an Administration of this scale and complexity is a serious undertaking in itself, but it must be remembered that we are in the preliminary stage of one of the greatest battles in history, that we are in action at many other points in Norway and in Holland, that we have to be prepared in the Mediterranean, that the air battle is continuous and that many preparations, such as have been indicated by my hon. In this crisis I hope I may be pardoned if I do not address the House at any length today. I hope that any of my friends and colleagues, or former colleagues, who are affected by the political reconstruction, will make allowance, all allowance, for any lack of ceremony with which it has been necessary to act. I would say to the House, as I said to those who have joined this government: “I have nothing to offer but blood, toil, tears and sweat.”

We have before us an ordeal of the most grievous kind. We have before us many, many long months of struggle and of suffering. You ask, what is our policy? I can say: It is to wage war, by sea, land and air, with all our might and with all the strength that God can give us; to wage war against a monstrous tyranny, never surpassed in the dark, lamentable catalogue of human crime. That is our policy. You ask, what is our aim? I can answer in one word: It is victory, victory at all costs, victory in spite of all terror, victory, however long and hard the road may be; for without victory, there is no survival. Let that be realised; no survival for the British Empire, no survival for all that the British Empire has stood for, no survival for the urge and impulse of the ages, that mankind will move forward towards its goal. But I take up my task with buoyancy and hope. I feel sure that our cause will not be suffered to fail among men. At this time I feel entitled to claim the aid of all, and I say, “Come then, let us go forward together with our united strength.”

(승리 없이는) 대영제국의 생존도, 대영제국이 버텨온 모든 것들의 생존도, 인류가 그 목표를 향해 전진하도록 만드는 시대의 욕구와 고동도 존재할 수 없을 것입니다. 나는 희망에 들뜬 기분으로 나의 임무를 완수하는 바입니다. 나는 우리의 대의명분이 결코 실패하지 않을 것이라고 확신합니다. 나는 이 시점에서 여러분들의 도움을 요구할 자격이 있다고 느끼면서 호소합니다, “자, 단합된 우리의 힘을 믿고 우리 모두 전진합시다.”
