북·미 두 정상의 이상한 칩거

North Korean Chairman of the State Affairs Commission Kim Jong-un has been in seclusion in a villa in Wonsan, Kangwon Province, for more than two weeks. It’s been 16 days since his last public appearance at a politburo meeting at the Workers’ Party headquarters in Pyongyang on April 11. If Moon Jung-in, President Moon Jae-in’s adviser for unification, foreign policy and security, is right, Kim has been in Wonsan since April 13.

김정은 북한 국무위원장의 강원도 원산별장 칩거가 2주를 넘었다. 공식 석상엔 11일 평양 노동당 본부청사에서 정치국 회의를 끝으로 16일째, 원산별장에 머문 건 문정인 대통령 통일외교안보 특보가 맞는다면 13일부터 정확히 14일이다. 공교롭게 신종 코로나바이러스 감염증(코로나19) 자가격리 기간과 같다.



According to sources in Washington, Korean and U.S. intelligence agencies have confirmed that he left for Wonsan after the Supreme People’s Assembly meeting on April 12 and engaged in local guidance activities. A U.S. high-level intelligence official told Newsweek that he had confirmed Kim’s “proof of life” until April 18. He said there was no evidence suggesting Kim was in a critical condition. The official said that rumors of his heart surgery were not true.

워싱턴 소식통들에 따르면 한·미 정보기관이 그의 신상을 확인한 건 "지난 12일 최고인민회의 이후 원산으로 떠났고, 현지 지도 활동을 했다"라는 게 유일하다. 미 고위 정보 관리도 앞서 뉴스위크에 "18일까지 김 위원장의 생존증거(proof of life)를 확인했으며, 위중설을 뒷받침하는 증거는 없다"고 했다. 심장 수술설과 같은 소문은 모두 사실이 아니라는 것이다.



The question is why Kim is in seclusion, even skipping the Day of the Sun event celebrating his grandfather Kim Il Sung’s birthday — an occasion he has never missed before. A knowledgeable source said he did not know what Kim was doing in the Wonsan villa due to the limits of intelligence collection. This is the fifth time that Kim has been out of sight for over 10 days this year, including 21 days from January 26 and 19 days from March 22.

문제는 김 위원장이 한 번도 빼먹지 않았던 할아버지 김일성 주석 생일 태양절(15일) 참배를 건너뛴 채 왜 칩거를 하고 있느냐다. 정통한 소식통도 "김 위원장이 원산별장에서 뭘 하는지는 '모른다'"라고 했다. 정보수단의 한계 때문이다. 김 위원장의 열흘 이상 잠행은 올해 들어 1월 26일 이후 21일, 3월 22일 이후 19일간을 포함해 이번이 다섯 번째기도 하다.



Therefore, there is a lot of “speculation” and “interpretation” that he was in self-quarantine because a bodyguard had contracted the new coronavirus or he was preparing for a new ballistic missile launch. David Maxwell, a senior fellow at the Foundation for Defense of Democracies, said that Kim may be sipping cognac and laughing at how the international community fell into chaos. It would be interesting if he attended a large-scale missile test and showed off his presence, Maxwell added.

이 때문에 호위사령부 경호원의 코로나19 감염 때문에 자가격리 중이라거나 새로운 탄도미사일 발사를 준비 중이라는 각종 '추측'과 '해석'이 나온다. 데이비드 맥스웰 민주주의수호재단 선임연구원은 "김 위원장이 코냑을 홀짝이며 시가를 피우면서 국제사회 스스로 혼란에 빠져드는 모습에 낄낄대고 있을 수 있다"며 "대규모 미사일 시험에 참석해 건재를 과시할 경우 흥미로울 것"이라고 했다.



U.S. President Donald Trump stayed in the White House for two days on April 25 and 26. While he seemed to be mimicking Kim’s long-term seclusion, he was actually upset for being criticized for his absurd comment about using disinfectant on Covid-19 patients. What’s different from Kim was that he posted a message on Twitter. “The Cure can’t be worse than the problem itself,” he wrote. Trump also attacked Fox News, which is friendly toward Trump, for echoing “Democrat talking points.”

도널드 트럼프 미국 대통령도 25~26일 이틀을 백악관에서 칩거했다. 김 위원장의 장기 칩거를 따라하는 모양새긴 하지만 원인은 "살균제 코로나19 환자 시험"이란 자신의 황당 발언에 대한 비난이 거센데 마음이 상해서다. 김 위원장과 다른 건 칩거 중에도 트위터를 통해 "치료법이 문제 그 자체보다 나쁠 수 없다"라고 강변하거나, 우군 폭스뉴스가 "민주당 논점을 주저 없이따라 한다"며 서운해하는 등 할 말은 한다는 점이다.



The world has seen 206,500 deaths because of Covid-19, and 55,000 Americans have died. The death toll is greater than U.S. military deaths in any war in the 21st century — more than 36,516 deaths in the Korean War and possibly more than 58,220 deaths in the Vietnam War. When mankind is waging a war against the virus, it is irresponsible for the leaders of North Korea and the United States to continue this strange seclusion with no convincing reasons.

세계는 코로나19에 이미 20만6500여명을 잃었고 미국인만 5만5000명이 숨졌다. 그 어떤 21세기 전쟁의 미군 전사자보다 많고, 한국전쟁 미군 전사자(3만6516명)를 넘어 베트남전 기록(5만8220명)도 넘을 전망이다. 바이러스와 인류의 전쟁 와중에 북·미 정상이 납득할 이유 없이 이상한 칩거를 계속하는 건 무책임하다.
