In December 1881, H. Bockhacker was granted a patent for “Tür ohne Luftzug” or “Door without draft of air.” It was the first patent related to a revolving door. Patents for similar concepts followed. The most famous was for a “Storm-Door Structure” by Theophilus Van Kannel in the United States. The revolving door has three partitions that “effectively prevent the entrance of wind, snow, rain or dust” and “cannot be blown open by the wind.

1881년 12월 독일 발명가 H. 보크해커는 ‘외풍이 없는 문’(Tür ohne Luftzug)으로 특허를 취득했다. 회전문(revolving door) 관련 세계 첫 특허다. 비슷한 콘셉트의 특허가 잇따라 출원됐다. 가장 유명한 건 1888년 8월 미국 발명가 테오필러스 반 캐널이 출원한 ‘바람막이 문 구조’(Storm-door Structure) 특허다. 세 개의 격벽이 있는 회전문인데, 그는 “바람, 눈, 비 또는 먼지의 유입을 막는다. 바람이 문을 열 수 없다. 사람들이 동시에 출입할 수 있다. 거리의 소음을 차단할 수 있다”고 자랑했다.



The first revolving door was installed at a restaurant on Times Square in New York named Rectors in 1899. Some falsely claimed that Van Kannel invented the revolving door because he didn’t want to open doors for women. Some theme park rides modified the revolving door by turning it horizontally. Superman uses a revolving door to change his outfit.

최초의 회전문은 1899년 미국 뉴욕 맨해튼 타임스퀘어의 레스토랑 ‘렉터스’에 설치됐다. 여담이지만 반 캐널은 “여성에게 문을 열어주기 싫어 회전문을 발명했다”는 오해도 샀다. 또 회전문 아이디어를 변형해 회전축을 수평으로 눕힌 놀이기구도 발명했다. 한편, 슈퍼맨은 회전문을 탈의실로 쓴다.



As one can go around and get in and out using the revolving door, the term is used to refer to how the regulators in the government and the regulators in private industries switch positions. The driving force in the movement is the preferred treatment for former officials. The worst case is for a public official to move to a related private sector and then return to government.

빙글빙글 돌아 안팎을 오가는 특성에 착안해 ‘회전문 현상’이라는 정치 용어가 생겼다. 규제하는 당국과 규제받는 민간 산업 분야 간 인사 교류를 가리킨다. 교류의 추동력은 전관예우다. 최악의 경우는 공직자가 관련 민간 분야로 나갔다가, 다시 공직에 돌아오는 경우다.



In a farewell speech given in January 1961, U.S. President Dwight Eisenhower said, “This conjunction of an immense military establishment and a large arms industry is new in the American experience … In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex […] We must never let the weight of this combination endanger our liberties or democratic processes.” It was a warning on how a retired general became an official in the defense ministry, then moved to a military-industrial complex to create a relationship of interest among the military, government and arms industry. This led to the legislation of the lobbying act for federal employees.

드와이트 D. 아이젠하워 전 미국 대통령은 1961년 1월 퇴임연설에서 “방대한 군사 체계와 대규모 방위산업의 결합은 미국의 새로운 경험이다. (…) 정부의 협의회에서, 우리는 추구했든 추구하지 않았든, 군산복합체에 의한 부당한 영향력이 생기는 걸 경계해야 한다. (…) 우리는 이 결합이 우리의 자유나 민주적 절차를 위협하게 해서는 안 된다”고 경고했다. 군 장성이 은퇴해 국방부 관리가 되고, 이후 방산업체에 들어가 군, 정부, 군수산업 간 이해관계를 형성하는 데 대한 경고였다. 이는 ‘연방 공무원 로비법’ 제정의 실마리가 됐다.



The Blue House personnel appointment is labeled “revolving door,” as former official Tak Hyun-min returned as a secretary. Blue House spokesman Kang Min-seok explained that Tak will further enhance Korea’s reputation that has been elevated for its successful Covid-19 response. Revolving door appointments are not limited to the current administration. The officials in the current administration had criticized the revolving door appointments in past administrations. This seems to be going around like a revolving door.

지난 주말 발표한 청와대 비서관 인사에 ‘회전문’ 딱지가 붙었다. 특히 행정관으로 퇴임했다가 비서관으로 영전한 탁현민 씨에 대해서다. 강민석 청와대 대변인은 “코로나19 대응 이후 높아진 우리나라의 국격을 (탁씨가) 더욱 향상시킬 수 있을 것”이라고 주장했다. ‘회전문 인사’ 논란이 비단 현 정권 만의 일은 아니다. 현 정권 인사들도 전 정권 때는 소리 높여 비난했던 게 ‘회전문 인사’다. 이 역시 회전문처럼 돌고 도는 것인가.
