I am witnessing public opinion controlled by the Chinese government up close. It is no news that critical postings disappear quickly. But hearing it is different from seeing it personally.

중국 정부의 여론 통제 현실을 가까이서 목도하고 있다. 비판적인 글을 올리면 금세 사라진다는 얘기가 새롭진 않다. 하지만 말로 듣는 것과 직접 보는 건 느낌이 다르다.



On April 17, it was revealed that the suspected statistics fabrication related to Covid-19 by the Chinese government was indeed true. The Wuhan disease control authorities announced the death toll of Covid-19 was 3,869. Which is 1,290 more than the initial figure of 2,579. This is not a time of war, but more than 1,000 deaths were confirmed later? There is no way to see it other than intentional omission. I heard Chinese people’s response from the scene was, “That shouldn’t be all.” They also said foreigners wouldn’t believe China’s statistics, when even they don’t believe them. To cover the story, I checked Weibo. Xinhua News Agency’s story had some 5,600 comments, many of them critical.

지난 17일 중국 정부의 코로나19 통계 축소 의혹이 사실로 드러났다. 우한 방역당국이 코로나19 사망자 수치를 기존 2579명보다 1290명 더 많은 3869명이라고 발표했다. 전쟁도 아니고 1000명 넘는 사망자가 뒤늦게 확인됐다? 고의 누락이라고 보지 않을 도리가 없다. 현지에서 들은 중국인들의 반응은 “그것 뿐이겠나”였다. “우리도 이런데 외국 사람들이 중국 통계를 믿을 수 있겠나”는 말도 나왔다. 이날 보도를 위해 중국 웨이보를 확인했다. 신화통신 기사에 달린 댓글이 5600여 개. 비판적인 글이 여럿 눈에 띄었다.



“When possible fabrication and omission were raised, the authorities claimed it was a rumor. In the end, correct information was removed,” someone commented. Another posted, “More people died because of the false report. Who will take responsibility?”

“허위ㆍ누락 보고가 있다고 했을 때 당국은 ‘유언비어’라고 했다! 결국 제대로 된 정보는 전부 삭제한 거다”(12시17분), “허위 보고로 사람들이 더 많이 죽었다. 책임은 누가 지는가”(11시14분).



When I checked back to take a photo of the comments a few hours later, they were gone. I wouldn’t be able to record it if I hadn’t taken a screen capture. Remaining comments were “It is best to correct it on time when you find a mistake,” “I am thankful to the medical staff on the front line” and “The government is working based on evidence and has public confidence.”

몇 시간 뒤 촬영을 위해 다시 확인했을 때 글은 하나도 남아 있지 않았다. 사진으로 캡쳐해두지 않았다면 기록할 수 없었을 것이다. 남은 댓글은 이랬다. “잘못을 발견하면 제때 정정하는 것이 상책”, “일선 의료진의 노력에 감사할 따름이다”,“실사구시에 입각한 공신력있는 정부” …



In February, at the height of Covid-19, I contacted a Wuhan resident after reading his posting on Weibo. “My father’s temperature is running over 40 degrees Celsius [104 degrees Fahrenheit], but no one is coming when I called the hospital. We need help from anyone,” he wrote. I couldn’t interview him as the posting was removed. He was warned not to contact media.

코로나19가 정점으로 치닫던 지난 2월 우한의 한 시민이 웨이보에 올린 글을 보고 연락한 적이 있다. “아버지가 40도가 넘는데 병원에 연락해도 오지 않는다. 누구든 도와달라”는 내용이었다. 인터뷰는 못했다. 그는 글이 삭제됐고 언론과 접촉해선 안 된다는 경고를 받았다고 했다.



As Covid-19 subsides in China, a greater crisis is sensed. China’s accountability for spreading the virus around the world by controlling information and distorting public opinion in the early stage is growing. U.S. President Donald Trump raised the possibility of the virus leaking from a lab in Wuhan and blames China for lying. French President Emmanuel Macron was harsh on China. “Things happened that we don’t know about,” he said. German newspaper Bild criticized that the government and scientists knew that Covid-19 spread from person to person but did not make it public.

코로나19가 잠잠해진 중국에 더 큰 위기가 감지되고 있다. 초기 정보 통제와 여론 왜곡으로 코로나19를 세계로 확산시켰다는 중국 책임론이 갈수록 커지고 있어서다. 미 트럼프 대통령은 우한 실험실에서 바이러스가 유출됐을 가능성을 제기하며 중국이 거짓말을 하고 있다고 몰아붙이고 있다. 마크롱 프랑스 대통령은 “중국에 우리가 모르는 것들이 존재한다”며 강경 발언을 했다. 독일 언론 ‘빌트’는 “정부와 과학자들이 코로나가 사람간 전염된다는 사실을 알고도 알리지 않았다”고 비판했다.



For the human rights issue for the Uighur people in Xinjiang and the Hong Kong crisis, China could argue that other countries should not intervene in domestic matters. But Covid-19 is different. Many countries are ready to call China accountable for growing Covid-19 damages. As said in “Game of Thrones,” “Winter is coming.”

신장ㆍ위구르 인권 문제나 홍콩 사태 땐 중국내정이니 간섭하지 말라고 하면 됐다. 그러나 이번은 다르다. 자국의 코로나19 피해를 키웠다며 중국에 책임을 돌리려는 국가들이 눈을 부릅뜨고 있다. 미국 드라마 ‘왕좌의 게임’ 속 대사처럼, ‘겨울이 오고 있다’(Winter is coming).
