중국대사님 내정간섭엔 참수 퍼포먼스 없죠?

Korea is losing on all fronts in the war against the coronavirus outbreak.
After the most important safety net for the people was broken, the public sentiment has turned cold, and the struggling economy is faltering.
On Jan. 2, President Moon Jae-in said citizens don’t have to feel overly anxious, but he ordered government officials to prepare for the worst on Feb. 4 — coincidently after a drop in his approval rating was announced on Feb. 3.

한국은 신종 코로나 바이러스 감염증이라는 전쟁의 모든 전선(戰線)에서 패배하고 있다.
가장 중요한 국민 건강 안전망은 진즉에 뚫렸고, 민심은 차갑게 돌아섰으며, 가뜩이나 어렵던 경제는 휘청거린다.
한때 “과도한 불안을 갖지 마시라”(지난달 26일)던 대통령이 “최악 상황 대비”(4일)을 주문하고 나선 타이밍은 지지율 하락
발표(3일)와 겹쳐 공교롭다.



It would have been nice to capture the heart of China, but the government failed in that respect, too.
It was inconsistent, anxious, and reluctant to impose a full ban on the entry of Chinese people.
An entry ban would upset China, and no one denies the strategic importance of Beijing to Seoul.
I vividly remember the president’s 2017 speech during a state visit to China, in which he said that as Korea is a small country, it would join the China Dream.

민심을 놓쳤으면 중국의 마음이라도 잡았으면 좋으련만, 이마저도 실패. 중국인 전면 입국금지 카드를 놓고 정부가 우왕좌왕,
노심초사, 우물쭈물 3종 세트 신공을 발휘해준 덕이다.
입국금지는 중국의 콧털을 건드릴 게 뻔하고, 중국의 전략적 중요성 역시 누구도 부인 못한다.
대통령이 “한국도 작은 나라지만 중국몽(中國夢)에 함께 할 것”이라고 했던 2017년 방중 연설의 기억도 생생하다.



The Korean government should boldly say to China that there will be no entry ban. There is a good excuse.
China contributes $6.31 million to the World Health Organization (WHO), and as the WHO is serving as if a spokesperson for China, it would have been a good reason.
Newly appointed Chinese Ambassador Xing Haiming kindly gave a guideline by saying he hopes Korea will make a decision corresponding with the WHO guidelines in an interview with the JoongAng Ilbo on Feb. 1.

그럼 처음부터 “입국금지는 없다”고 중국에 확실히 손내미는 배짱이라도 보였어야 한다.
마침 좋은 핑계가 있지 않은가.
중국이 631만 달러(약 74억원)를 지원하는 세계보건기구(WHO) 말이다.
WHO가 발벗고 나서서 중국 대변인을 자처하고 있으니 처음부터 묻어갔으면 될 일이다.
마침 막 한국에 부임한 싱하이밍(邢海明) 중국대사가 친히 “한국이 WHO 규정에 부합하는 결정을 내릴 것으로 기대한다”
(1일 중앙일보 차이나랩 인터뷰)고 친히 가이드라인까지 제시해주지 않았나.



In the end, the government made a belated announcement on Feb. 3 to ban the entry of Chinese people from the regions affected by the lethal coronavirus.
I give my condolences to those who devised the plan, but voters in the general election on April 15 know that the virus has spread all across China.
It is the lowest of low moves, much less a clever move. Instead, how about South Korea following in the footsteps of North Korea, which quickly shut the border, sent a letter of condolences to China from its leader Kim Jong-un and gave money to the Chinese people.
As is widely known, Pyongyang is several steps ahead of Seoul in diplomacy.

결국 정부는 3일 뒤늦게 발원지 지역의 중국인만 입국 금지하겠다고 발표했다.
머리를 짜내느라 고생한 데 대해선 심심한 위로를 표하는 바이지만, 바이러스가 중국 전역에 퍼진 건 4월 총선 유권자 모두가
주지하는 사실이다.
묘수는커녕 하수 중의 최하수다.
차라리 북한처럼 재빨리 국경을 봉쇄하되 정권 수반 명의의 위로전과 소정의 지원금, 대중 관계를 담당하는 간부를 중국에
보내는 제스처라도 취했어야 한다.
역시, 구문(舊聞)이지만 외교는 북한이 몇 수 위다.



Suddenly I am curious why those people — who attacked U.S. Ambassador Harry Harris for “domestic intervention” and staged a “decapitation performance” at Gwanghwamun Square — are so quiet now?
They were featured in the New York Times and the Guardian for demanding to “expel” him as they didn’t like his mustache. On Feb. 4, Ambassador Xing held a press conference and urged South Korea to follow the WHO guidelines.
But the citizens are too quiet.
Is it because Korea is a “small country”?
In many ways, I feel bitter.

갑자기 궁금한 점.
해리 해리스 주한 미국대사의 발언을 놓곤 “내정간섭”이라며 어감마저 끔찍한 ‘참수 퍼포먼스’로 발끈했던 분들은 갑자기 왜
조용하신가.
콧수염까지 마음에 안 든다며 “추방하라”고 주장해 미국 뉴욕타임스, 영국 가디언에까지 등장했던 분들 말이다.
싱 대사가 4일 기자회견까지 열고 “많이 평가하지 않겠다”면서도 다시 WHO 권고를 따르라고 했는데도 이분들, 너무 조용하다. ‘작은 나라’라서 그런 건가.
물론 괴상망측한 퍼포먼스는 어느 누구를 향해서도 있어선 안 될 일.
이래저래 씁쓸한 시절이다.
