적자 세대의 저출산 항변

David Willetts, an English Conservative Party politician and a member of the House of Lords, predicted the discord between the baby boomers, born between 1945 and 1965, and younger people in his 2010 book “The Pinch: How the Baby Boomers Took Their Children’s Future — And Why They Should Give It Back.” The baby boomers could accumulate wealth as housing prices rose and enjoy life-long employment and pension benefits. In contrast, younger people, struggling with student loans and unstable employment, have trouble buying homes and cannot even dream of getting a pension.

영국 보수당 상원의원 데이비드 윌레츠는 2010년 그의 저서『핀치』에서 베이비붐 세대(1945~65년 출생)와 젊은 세대 사이의 갈등을 예견했다. 베이비부머는 주택가격 상승과 빚 부담을 줄여주는 인플레이션으로 부를 쌓을 수 있었고, 평생직장과 연금 혜택을 누리고 있다. 반면 젊은 세대는 학자금 대출과 고용 불안에 시달리며 주택 마련에 어려움을 겪고 연금을 불리는 일은 꿈도 꾸지 못한다는 것이다.



Moreover, Willetts claimed that the baby boomers receive about 20 percent more money than they had paid to the government and pointed out the unfairness of “generational accounting.” Generational accounting is a method of calculating gains and losses from how much a generation pays to the government in tax and insurance and how much it receives in pensions, various social insurances and other benefits from public spending. In general, the older generation is in surplus while children and younger people are in deficit. The problem is that the baby boomers make up the social elites and an overwhelmingly large portion of the voters in the population structure, and they don’t want to give up their vested interests, compounding the burdens on the young.


뿐만 아니다. 월레츠는 “베이비부머는 정부에 낸 돈보다 20% 정도 더 받아간다”며 이른바 ‘세대 간 회계’의 불공정성을 지적했다. 세대 간 회계는 세대별로 세금과 보험료 등 정부에 지출하는 금액과 정부에서 받는 각종 혜택(연금과 각종 사회보험, 공공 지출에 따른 기타 혜택)의 손익을 따진 것이다. 일반적으로 노인 세대는 흑자, 아동ㆍ청소년 세대는 적자다. 문제는 사회지도층이자 인구 구조에서 압도적 유권자층을 형성한 베이비부머가 기득권을 놓지 않으며 젊은 세대의 부담이 커지는 데 있다.



Korea’s situation is no different. With the Moon Jae-in Care that reinforces the coverage of health insurance, the reserve for health insurance will run out by 2024, three years earlier than expected. The revision on the national pension to delay the timing of pension fund depletion was not included in the review items of the National Assembly’s health and welfare committee on Nov. 27 and 28. The National Assembly Budget Office expects the 708 trillion won ($598 billion) pension fund will run out in 2054. When the fund is exhausted, the insurance premium — currently 9 percent of the income — could go up to as much as 25 percent.

한국의 상황도 다를 바 없다. 건강보험 보장성을 강화하는 ‘문재인 케어’ 시행으로 건강보험 누적 준비금 고갈 시기는 2024년으로 3년이나 빨라졌다. 연금 고갈 시점을 늦추기 위한 국민연금 개편안은 지난달 27~28일 국회 보건복지위원회 법안심사 소위 심사 대상에도 올라가지 못했다. 국회예산정책처 추산에 따르면 708조원에 이르는 기금 고갈 시점은 2054년이다. 기금이 고갈되면 소득의 9%인 보험료율은 25%까지 올라갈 수 있다.



Politicians ignore the danger of using up the reserves and transferring the burden to the future in order not to upset the voters. In the generational accounting, deficits of the future are infinitely increasing. The devastating birth rate of 0.88 in the third quarter may be a mass resistance against the mercilessness.

행여 눈앞의 표심을 건드릴까, 곳간이 비어가도 미래 세대의 어깨에 더 많은 짐을 지워도 ‘나 몰라’라다. 세대 간 회계에서 미래 세대의 적자는 무한 증가 일로다. 3분기 처참한 출산율(0.88명)은 어쩌면 그 무자비함에 대한 집단적 저항일지 모르겠다.
